Jean-Luc Vanraes was born in Ypres, Belgium on the 10th of April 1954.
After his graduation in Law at the University of Brussels (VUB) he became a lawyer at the Brussels’ Bar, specialised in commercial law.
He has been involved in politics, mainly at a local (commune) level for more than 25 years.
Since 1999, he is the chairman of the Public Centre for Social Assistance (OCMW)of the commune of Ukkel, Brussels.
Since 2000, he is a member of the Brussels’ Regional Parliament and the Chairman of the Council of the Flemish Community Commission (Raad Vlaamse Gemeenschapscommissie).
In 2004, after the regional elections, he became the leader of the Flemish Liberals and Democrats-group in the Brussels Parliament.

:: HIS PRIORITES ARE EMPLOYMENT AND THE ECONOMY
He considers that the policies regarding employment and economy are essential as they are the main factors for obtaining a high level of quality of life for all the inhabitants of the Brussels’ Region.
As a result of this, many of his parliamentary questions have as subject the functioning of the Brussels’ Region Employment Office (BGDA or ORBEM), the promotion of the use of so-called services-cheques, the Region’s economic policy regarding to enterprises and the creation of a climate which is interesting for investors.
Stimulation of employment and of the economy are thus prioritary issues for the Flemish Liberals and Democrats (VLD) ; reaching this goal doesn’t stand on itself; the aim is the improvement the general quality of life which comprises also the socio-economic wellbeing of the citizens in the Brussels’ Region. By making investment in the economy of the Brussels’ Region atrractive, the economy can only prosper. The more the economy prospers, the more important the revenu/Incomes will be. More revenu/ means also that more efforts are possible to improve the quality of life, in the broadest sense.
By putting an emphasis on education .. Jean-Luc VANRAES tries to tackle the problem of lack of qualification of the unemployed in the Brussels’ Region (this is one of the main problems of the employment..) During the year 2005, he published a book on the unemployment problem in Brussels, which was followed by the organisation of a successfull debate on the same subject.

:: VANRAES DEVELOPS A POLICY ON FILM PRODUCTION FOR THE BRUSSELS’ REGION

There are several objectives :
1. the creation of a regional film-fund with the purpose to enable the participation and/or direct investment in productions;
2. the elaboration of financing/ lobbying structure for the production of film in Brussels in co-operation with all the levels of power (VGC,COCOF, the communes);
3. the aim of developing a professional studio in Brussels in partnership with the private sector.

:: BRUSSELS AND HEALTH
As chairman of the Brussels’ Parliament’s commission for health Jean-Luc Vanraes is concerned with the health policy of the Brussels’ Region. In particular is he concerned with the global strategy of the IRIS-structure of Brussels public hospitals in view of the recent cooperation between IRIS, the City of Brussels and its CPAS (OCMW) and the Erasme-ULB-hospital.

:: SERVICES FOR THE ELDERLY
His proposal for a Brussels’ regulation of the services provided for the elderly residing in their own private owned apartments in copropriety in the Brussels Region became statutory law (ordonnantie).
